This is an old playbook. It reminds me of The Great Fire of London in 1666. "History" tells us that the fire started by accident in a bakery on Pudding Lane; but "history" is a pack of lies written by the winners.

The parliamentary inquiry into The Great Fire concluded that it was arson, ordered by King Charles II. He brought in agents from France (where he lived in exile after his father was executed at the end of The English Civil War) to set the fires. Some of them were caught red handed and were only saved from being lynched by the mob by the personal intervention of the King's brother, Prince James Stuart, Duke of York, and his personal corps of bodyguards. Those Frenchies were never seen or heard of again.

It is thought that Charles was after revenge for the execution of his father by the Parliamentarians, who had been backed by the money changers in the City of London. When Charles came to the throne, the money changers in The City continued their campaign against the Stuarts by denying Charles the loans he needed. So Charles burned The City down. There were plans for a grand re-building and re-shaping of The City, only some of which came to fruition.
